Introduction of Bureau of Indian Standards

The Bureau of Indian Standards is India's national standards organisation. It is part of the Department of Consumer Affairs, Ministry of Consumer Affairs, Food & Public Distribution, Government of India. The Bureau of Indian Standards (BIS) was created under the BIS Act of 2016. The Bureau of Indian Standards (BIS) has been involved in a variety of activities, including standard formulation, product certification for Indian and foreign manufacturers, as well as different management system certificates.

ISI Mark for Indian Manufacturers (Product Certification Scheme)

Indian manufacturers can get BIS license for their products by Product Certification Scheme, also known as ISI Mark Certification Scheme in accordance with conformity assessment scheme I of Schedule II BIS (Conformity Assessment Regulation) Regulation 2018. This scheme allows Indian manufacturers to obtain BIS licences for their products if they meet the Indian standard.

Although the BIS certification scheme is voluntary, it has been made mandatory by the Indian government for certain products, such as Milk powder, Drinking water, LPG Cylinders etc. These products are concerned about health and safety. The manufacturer can sell their products in India after obtaining a BIS licence. BIS offers ISI mark certification in two different ways - the Normal Procedure and the Simplified Process.

ISI Mark for Foreign Manufacturers (Foreign Manufacturer Certification Scheme)

Bureau of Indian Standard can issue a license to foreign manufacturers who wish to sell their product in India. This will allow them uninterrupted export and sale of their products. BIS has been operating Foreign Manufacturer Certificate Scheme since 2000 to grant license to foreign manufacturers in accordance with Scheme-I Schedule-II of BIS Act 2016 and Regulations 2018 (Conformity Assessment).

The FMCD, the Foreign Manufacturer Certification Department, is a BIS license that allows manufacturing units overseas to use the standard ISI mark for their products while they are undergoing factory audits to determine if the manufacturer is meeting all of the requirements set forth by BIS. For a foreign manufacturer to obtain a BIS license, they must appoint a Authorized Indian Rep to fulfil all their obligations and liabilities with regard to the BIS Act 1986 and the rules and regulations that are framed to register, on behalf the foreign applicant.

CRS Mark for Electronic Products (Compulsory Registration Scheme)

Manufacturers of Electronics and IT products can apply for a BIS license under the Compulsory Registration Scheme. The Bureau of Indian Standards and the Ministry of Electronics and Information Technology jointly introduced this scheme in 2012. According to the Compulsory Register Order (CRO), issued by the Ministry, it is illegal for anyone to manufacture, store, sell, import or distribute any goods that don't meet the Indian Standards outlined in the CRO and do not have the Standard Mark.

BIS license for electronic and IT goods under CRS scheme are governed by conformity assessment scheme as outlined in Schedule II, Scheme II of the BIS Regulations (Conformity Assessment) 2018. If you are a producer of electronic or IT goods and your product falls under the compulsory registration scheme, then you will need to apply for a BIS license under CRS scheme.

BIS Hallmarking Scheme (For Gold & Silver Jewellery)

A hallmark is an indication of trust and purity in gold and silver ornaments. Hallmarked jewellery/artefacts are a sign that the jewellery meets a set standard laid out by the BIS. The Bureau of Indian Standards introduced the gold marking scheme in 2000, and the silver marking scheme in 2005. The BIS trademark licence is required to sell or manufacture gold or silver jewellery under this scheme.

BIS Hallmarking Certification comes in two forms. One is BIS Registration of Hallmarking Showrooms/Jewellers, and the second is BIS Recognition of Assaying and Hallmarking Centre. A jeweller who wishes to sell hallmarked gold jewellery must first obtain a BIS hallmarking registration. When a jeweller or store owner wants to sell hallmarked jewellery that is already made, they should check the quality and purity of the gold at an Assaying & Hallmarking Centre (third party evaluator/BIS Hallmark license trademark).

ECO Mark Scheme (For Environmentally Friendly Products)

The Bureau of Indian Standards awards ECO Mark certificates to environmentally friendly products in India. The ECO Mark certification was first implemented in 1991. The eco mark scheme includes a wide range of products, including food, detergents, paints and cosmetics, medicines, electrical goods and chemicals. It also covers paper, lubricating oil, textiles, batteries, and packing materials.
