Food Business: FSSAI Registration and Challan Payment

According to section 31 of the Food Safety and Standards Act 2006, read with regulation 2.1 it is mandatory for all FBOs to register or obtain a license, with due consideration to the procedures.


The following are some of the most salient features:

  • Before any FBO can start a food business in India, it is necessary to obtain a Food Safety and Standards Authority of India (FSSAI registration).

  • The registering authority can also issue registration certificates, in addition to the designated officer.

  • The licensing process is the same for the central FSSAI license as well as state FSSAI.

  • Registration, state license and central license are the three categories.

Food business registration: authorities

Central Licensing Authority

Food Authority of India has appointed an officer as a food safety commissioner

State licensing Authority

According to section 36(1), the officer will be appointed by the state's Food Safety Commissioner.

Registration authority

According to the notification of the food commissioner, any official from the panchayat or municipal corporation would be the authority.

Food Licensing System (FLRS)

To start a business, all FBOs must obtain a FSSAI licence, as required by the Food Safety and Standards Act of 2006. FLRS was developed to help food business operators. It is in line with the Food Safety and Standards Regulation, 2011. This system allows you to easily apply for a license while simultaneously tracking the status. This online service is available 24/7. This system will send SMS alerts to FBOs in order to speed up the application process.

FSSAI Online challan payment

The designated Food Safety Commissioner will charge both fees and charges via pay order or challan. Demand drafts, or other online payment methods may also be recommended.

To facilitate online FSSAI registration, you must follow the steps.

  • You can start by looking at the homepage of FSSAI’s Licensing & Registration Portal.

  • If you are a first-time user, then you will need to create an account. Click on the Sign-Up button to do this.

  • After the second step you will need to fill in all of the required details, including your personal details such as your name, date of birth and so on, and register.

  • Log in now using your valid credentials.

  • Check if you qualify to operate as a FBO.

  • Fill out the required details on the next page. Click on the Save and Add button.

  • Select the license type you want to apply for in the drop-down menu.

  • Select 'yes or no' next to the question about operations in more than 1 state. Click on the proceed button and enter the type of business based on the amount of turnover.

  • Click 'Accept 'on the declaration page.

  • Uploading the necessary documents is next.

  • You will now be required fill in the payment details to make the online FSSAI Challan Payment.

  • Add challan details to the FSSAI registration form and print it.

  • Fill in the payment details, then click submit.

  • After you have completed the registration process and uploaded Form B, a reference number will be generated.

  • This reference number can be used to track the status of your application.

Registration certificate: Suspension/cancellation

Regulation 2.1.8 of the Licensing and Registration of Food Business, 2011 allows for the suspension or cancellation of a registration certificate.

The registration certificate is suspended if the registering authority finds that the FBO did not comply with the conditions stated in the Improvement Notice. This will be done in accordance with section 32 of Food Safety and Standards Act 2006. The FBO who has had their certificate suspended will receive a copy of the suspension notice.

The premises of the food business operator must be inspected in a reasonable time after the date of the suspension order. In the event that the registration certificate is suspended, food business operators are not entitled to a refund of fees.

The authority can suspend the registration certificate in the public interest and for reasons that must be documented in writing. The FBO may reapply to register after 3 months have passed from the date the cancellation was made, if all conditions are met.


Registration certificate: Duplicate copy

If the original registration certificate has been lost, damaged or torn, the operator of the food business can request a duplicate after paying the required fees.


Registration certificate: transfer

In the event that the holder of the registration certificate dies, the certificate will be transferred to the family of the deceased person or their legal representative. The certificate holder will need to request the transfer from the relevant authority. The authority cannot refuse a request like this without any reasonable grounds or an opportunity to be heard.
