1. NOC for Steel Import without BIS License:
The Ministry of Steel will issue a NOC to all importers of steel products who do not have a BIS license (i.e. BIS registration for these steel and steel products is not mandatory).
Under the BIS Act 2016, the Ministry of Steel has published a Steel and Steel Product Quality Order. The BIS Act 2016 has notified the Ministry of Steel a "Steel and Steel Product (Quality Order)".
The Ministry of Steel will issue a No objection certificate (NOC), if you are unable to obtain a BIS for certain steel and steel products.
2. Noc applications for steel import
Noc for Steel Import: There are four types of applications.
1. Request for Advanced Certification (i.e. Before placing an order, please complete the Application for Advanced Certification (i.e.2. Material in Transit Application3. Material at Indian Port: Application
4. Clarification regarding repeat orders
We will now understand each application
1. Advanced Certification Application (for the Advance NOC)
Importers who intend to import steel or steel products in areas where BIS compliance may not be mandatory can obtain an NOC prior to import. This proactive measure helps to avoid possible clearance issues during shipment.
In this case, the following documents will be required:
1. KYC of importer
2. Mill Test Certificate (This certificate will be issued by the manufacturer).
3. Photograph of a product
4. Company (National International Specification).
2. Noc when material is in transit
Importers with shipments in transit can submit a second application. Importers who have shipments currently in transit must apply for the NOC through the QCO Portal, and submit the following documents.
1. KYC for importer
2. Mill Test Certificate
3. Photograph of a product
4. Bill of Lading
3. Noc When material is received at the Portal
Importers who have materials in the port are eligible for the third category of application. This category is only open to importers who have generated a Bill of Entry (BOE). This application requires the following documents."
1. KYC of Entity
2. Mill Test Certificate
3. Bill of Lading
4. Import invoice
5. Photograph of a product
6. Bill of Entry
4.Noc (for repeated order): -
Importers that have already acquired the NOC are eligible to apply for the fourth category. This category is only available to importers that have received an earlier NOC letter from the Ministry of Steel for this particular grade. This application must include the following documents
1. KYC for importers
2. Mill Test Certificate
3. Bill of Lading
4. Photograph of a product
5. Old Certificate
6. Letter of Ministry
