Products Exempted From The BIS Certificate

BIS certification is the Government of India's standard for consumer products. The Bureau of Indian Standards, or BIS, administers the program. It ensures that electronic and industrial products, consumer goods, and goods all meet energy efficiency and safety requirements. The certification and examination process includes preparing applications, testing the products in BIS-approved labs and documents, as well as adhering to Indian quality standards. BIS certification is more than just regulatory compliance. It's also a sign of product safety and quality.

Products covered by the BIS Registration Scheme

In 2012, the Bureau launched a Compulsory Register Scheme to standardize and regularize consumer products on the market. Under the BIS protocol, two product certification schemes are run by the Ministry of Electronics and Information Technology.

  • The Indian Standards Institution (ISI) has a Scheme 1 for ISI Registration.

  • Scheme 2 of the Compulsory Registration Scheme

Benefits of a BIS certification

BIS certification means that a product has met the standards of quality, safety and efficiency. Indian consumers rely on BIS certification for credibility and reliability. They also trust BIS-certified products. BIS certifications have the following benefits:

The Trust of the Customers

BIS-certified product means that the product is compliant with mandatory safety and quality standards. This assures the customer of its efficiency and ability to perform the intended functions.

Environment Friendly

ISI certification highlights the product's compliance with energy efficiency standards, promoting environmentally-friendly production methods, reducing energy use, and decreasing dependence on conventional pollutants-emitting processes and products.

Conformity with International Quality Standards

BIS Registration and ISI Certification opens up opportunities for exporting and foreign trade, as they align the products with international standards. It also helps to build brand value, particularly for Electronic Devices and IT Product Manufacturers. BIS-ISI Standards have universal acceptance and are on par with other international standards, such as ISO. BIS-registered products that are exempted and then registered according to BIS rules face problems in gaining credibility on international markets, as well as obtaining export certificates like the IEC or DGFT Certificate.

Exempted Products from the BIS Certificate

BIS certification is a sign that a product has been tested for quality and safety and that it's suitable for consumers. However, some products are exempt from the BIS certificate requirement. The Compulsory Registration Scheme covers 63 electronic equipment and goods, IT devices, 5 solar equipment and devices, and 8 low voltage switchgear and control equipment devices.

To be eligible for the BIS Certificate and to be covered by the Compulsory Registration Scheme these products or goods need to meet at least one requirement.

In the scenario above, BIS Certification is not applicable to the goods. If, for example, an importer imports 65" LED TVs larger than 1.5 x 0.8 meters that are not produced more than 100 times a year.

Conclusion

BIS registration is essential for consumer products and devices. The BIS Certificate certifies the product's safety, quality and marketability. It is suitable for sale or export on the Indian and International Markets. Certain products are exempt from the BIS Certificate despite the mandatory registration scheme of BIS. In order to qualify for exemption from BIS Registration, these products must meet certain technical requirements. If a product does not carry a BIS mark and ISI registration, it will not be considered as a high-quality product. Importing or distributing the product on foreign markets becomes more difficult, and obtaining several licenses and clearances within India is also more complicated.
